Beschreibung

The contractor will develop the governance part of the Groundwater Governance Tool (WP2). This tool consists of an analytical framework to understand the current governance system and stakeholders, and an organisational development methodology to develop improved and tailored governance systems under the given conditions. It is crucial that the organizational development builds on the groundwater monitoring and management requirements identified in WP1. The tool should improve groundwater governance through structured multi-stakeholder diagnosis and methods of organisational development. It is intended as a collective exercise, carried out by national and sub-national government institutions, existing and potential regulators, development partners, different water users, and other stakeholders in the water sector, to facilitate the definition of a roadmap for improved development and sustainable use of groundwater. Different national contexts can be envisaged for the application of the approach. Beside the tool development the contractor should identify five case studies for groundwater governance in the region to learn from successful but also from failures in the past.
